#KayaNgBabae: Pagkakapantay-pantay sa karera, isinusulong sa DepEd

Kung bilang lamang ang pag-uusapan, higit na nakalalamang ang kababaihan laban sa kalalakihan sa Kagawaran ng Edukasyon. Mas maraming “Ma’am” kaysa sa “Sir” ang nagtuturo sa mga paaralan.

Ayon sa report ng Civil Service Commission, 71% ng mga empleyado sa DepEd ay babae.

Subalit pagdating sa third-level positions, nasa 38% lamang ang mga pwestong hawak ng mga babae.

Sa Rehiyon Dose, dalawa lamang sa walong Pansangay na Tagapamanihala ang babae. Ang anim ay pawang kalalakihan.

Maituturing na kumplikado ang mga salik kung bakit sa kabila ng kanilang bilang ay kakaunti lamang ang umaangat sa mataas na pwesto.

Katunayan, sa artikulong inilabas ng Civil Service Commission, plano umano nitong repasuhin ang mga sistema at polisiya na may kinalaman sa human resources.

Isa siya sa mga nangahas at pumasa sa Career Executive Service Written Exam o CESWE na itinuturing na lunsaran ng karera tungo sa mataas na posisyon sa mga ahensya ng pamahalaan.

Hindi raw dahil sa mas may kakayahan ang lalaki na mamuno, or dahil may diskriminasyon laban sa kababaihan, ang dahilan ng disparity sa pagitan ng kalalakihan at kababaihan sa pamumuno.

Ayon naman kay CID Chief Donna S. Panes, ipinatutupad naman ng Kagawaran ang Equal Employment Opportunity Policy o EEOP.

Nakalatag sa Memorandum Circular No. 14 s. 2018 ng Civil Service Commision o ang 2017 Omnibus Rules on Appointments and Other Human Resource Actions Revised 2018 ang mga panuntunan at sinisigurong walang kinikilingan ang pagpili ng mga manggagawa sa pamahalaan.

Maliban pa rito, may mga batas din na isinasaalang-alang ang mga pangangailangan ng kababaihan.

Kabilang dito ang:

  • 105 days of maternity leave with full pay
  • 60 days leave with full pay para sa miscarriage o emergency termination of pregnancy
  • Solo Parents’ Welfare Act
  • Two-month paid leave for women who undergo surgery due to gynecological disorder
  • 10-day paid leave para sa mga babaeng nakaranas ng pang-aabuso (under RA 9262 or Anti-Violence Against Women and their Children Act of 2004)

Isinusulong na rin ngayon sa kamara ang House Bill No. 7758 na magbibigay ng dalawang araw na leave para sa mga kababaihang may problema sa kanilang menstruation.

Dagdag ni CID Chief Panes na kayang-kaya ng kababaihan na gampanan ang responsibilidad bilang isang lider lalo na kung sila ay nabibigyan ng kaukulang pagpapahalaga.
